ODENTON

HOME INVASION ROBBERY

On January 10, 2012, at approximately 2:31 p.m., officers from the Western District responded to the 2600 block of Cedar Elm Drive in Odenton in the Piney Orchard community for a report of a home invasion robbery that just occurred.

Upon arrival, officers spoke with two adult male residents, who reported that two male suspects armed with possible handguns made a forced entry into the residence, confronted the victims and demanded money. The suspects then rummaged through the home and ultimately removed money and property before fleeing on foot into a nearby wooded area.

Numerous officers, two K-9 units and the Aviation unit conducted a canvass of the area, but were unable to locate the suspects. Piney Orchard Elementary was notified of the incident and students were held for a period of time while officers searched the area for the suspects. The investigation is ongoing.

Proposed Landfill Near Chapel Grove

Chapel Grove Community,

In an effort to spread awareness to the Chapel Grove community regarding the proposed plans for the construction and operation of the 72-acre Tolson Landfill that will abut Piney Orchard and surrounding areas the following information is provided.

The site is located on the Capitol Raceway property, which is only 500 feet from Piney Orchard neighborhoods and even closer to GORC Park and the Four Seasons community. For more information, please visit http://stoptolsonlandfill.wordpress.com/.

Please join the local opposition in raising awareness and seeking support against the Maryland Department of Environment’s (MDE) tentative approval of the rubble landfill application. The local community was only recently made aware of this landfill proposal, and it is actively working to stop its approval. During the landfill application process, Tolson and Associates did not inform nearby property owners of their proposal, nor did they provide current site maps to MDE, thus neglecting to mention that the proposed site would be adjacent to a densely-populated area of 10,000+ residents and ~4,500 homes.

As a primary course of action, volunteers are urged to submit hardcopy letters expressing their opposition and concern before the public comment period ends on Friday, September 30 since MDE is required to provide a response to each letter received. Hardcopy letters should be addressed to the below; letters must be received on or before close of business on Friday, September 30, 2011:

Mosquito Spraying Reminder

All, please see this reminder of this year’s mosquito spraying:

This year your community’s assigned night of the week for adult mosquito control services is Monday. Spraying will begin after 7:30 PM and will cease by 2:00 AM. Please note that spraying will not necessarily occur at the same time every week. It is the responsibility of the community to notify ALL residents about the program including the assigned night of the week and hours of service. Services will beginning on June 1st and run through September.

The spray routes have been completely reorganized for 2011 which may require additional time for the technician to become familiarized with the changes. Surveillance of adult mosquitoes in communities with a history of moderate to high mosquito populations will be conducted on a weekly basis. Communities with a history of low mosquito populations may be monitored less frequently. The density of a mosquito population will be measured by landing rate counts (LRC’s) and portable light traps. Spraying takes place when the density of mosquitoes reaches a standard threshold and weather conditions are conductive to successful mosquito control.

Pool Rules & Regulations and Pool Pass Application

It is already that time of year for the pool pass application process to begin for the residents of Chapel Grove. Please reference the the pool rules and regulations and the pool pass application for the 2011 pool season. These rules and regulations are for the protection and benefit of all to ensure the safe and sanitary operation of the pool facility. Your cooperation in abiding by these conditions will afford pleasant relaxation and recreation for all concerned. Parents are requested to caution their children to observe all rules and regulations and obey instructions of the lifeguards. Any failure to comply with these rules and policies shall be considered sufficient cause for any action deemed necessary by the HOA Board of Directors, including the barring of violators from the use of the pool facility. The lifeguard/pool manager has been granted the authority to deny admission to any individual who does not abide by the rules or obey their instruction.

We are looking forward to a successful 2011 pool season. Chapel Grove HOA has retained Anchor Aquatics, Inc. for the operation of and management of the Chapel Grove swimming pool. The pool committee will be working very closely with the company to ensure a smooth operation for the coming season. This year we are requesting that all comments, questions or concerns should be sent directly to the Pool Committee so that there is written documentation of any issues and/or concerns when meetings are held with Anchor Aquatics and/or the Board of Directors.

The pool will open on May 28, 2011 and close on September 5, 2011. The hours are as follows:

May 28 – September 5:

Monday-Friday: 10:00am-9:00pm

Saturday – Sunday: 10:00am – 8:00pm

Pool Pass Distribution

The 2011 pool pass distribution process is being handled by ProCom. All member passes, stickers and guest passes will be issued via the mail—please direct all questions/issues regarding pool passes to Kerrie Wilson at ProCom (410.721.0777 ext. 137 or via email). PLEASE NOTE THAT THERE WILL BE NO POOL PASS DISTRIBUTION AT THE POOL THIS SEASON; THEREFORE, IT IS IMPERATIVE THAT THE ENCLOSED APPLICATION BE COMPLETED AND RETURNED TO PROCOM AS INDICATED BELOW.

Adults and children 13 years old and above will have a yellow pass. Children under 13 will be assigned a red pass. This will help to identify children who must be accompanied by an adult while at the pool. Each household will also receive 2 guest pass cards; each card is valid for up to 5 guest visits. Additional guest pass cards may be purchased for $5.00—please contact Kerrie Wilson.

Residents that received pool passes in 2010 will be provided a sticker for 2011, and are asked to include your pool pass numbers on the 2011 application. Please attach the sticker to the back of your current pool pass. If your child has reached the age of 13 during the off-season, please return the red pass with your application and you will be sent a yellow pass and sticker for 2011.

Residents that are new to the community will be issued new yellow passes for adults and red passes for children under 13 and 2011 stickers. Please maintain your pass for coming years. Signing in and displaying your pool pass to the lifeguard each time will still be a requirement of all residents.

In order for your household to receive 2011 stickers and/or new pool passes for opening Memorial Day weekend, the attached application must be completed, signed and returned to PROCOM at the address/fax listed below no later than May 16, 2011:

You may submit your application at anytime, deadline is for opening weekend only. Please allow five (5) business days to receive your passes/stickers by mail. Same day drop off/pickups not permitted.

No passes and/or stickers will be distributed to any homeowner unless the enclosed application has been completed and processed through PROCOM and all your monthly HOA dues are current. Please note that without the new 2011 sticker your pool passes will not be valid for this season. Thanks in advance for your assistance and cooperation. In an attempt to curb soliciting in the Chapel Grove Community and in conjunction with Neighborhood Watch, residents are asked to report solicitors. Please call the A.A. Co. Police at 410-222-8050. Explain to the dispatch operator that you are reporting individual(s) who are ignoring No Soliciting signage in the community. Give the operator a brief description of the individual(s) and a location within the community. An officer will be dispatched to remove the solicitor(s).

Grill Safety Reminder

Please exercise caution when using grills or fire pits; in the past 2 months, three townhomes in our area have caught fire as a result of grill fires. Winter Driving Safety

Chapel Grove has experienced the worst snow accumulation since its development. As a result of the snow being removed from the roadways, the snow has been piled along the sidewalks forcing pedestrians to walk in the streets. Drivers need to be especially vigilant while entering and exiting the community, especially during the school bus pick up/drop off times. School children are not always visible when approaching intersections. Although the posted speed limit for the community is 25 MPH, under normal conditions, a more realistic speed now is 15 MPH allowing for the narrow roadways and icy conditions. The goal is to avoid a potential tragedy.

Snow Removal

Chapel grove is preparing for more snow. Townhomes are serviced by the landscaping contractors as paid through HOA dues. If there are any problems please notify the BOD by using the contact form.

Snow Removal Situation Update

Happy Holidays and Joyous 2010!

As Board President, let me first say “Thank You” to Tracy Warren (VP for the Board of Directors/Landscape Liaison) and her husband Robert for helping the county to get their act together during the past snow fall. There was a disconnect from one arm of the county who accepted the roads from Winchester Homes in May of 2009; and the arm of the county that schedules and implements the county snow removal plan.

The FACTS :

All roads leading to and providing service to every single family home within the Chapel Grove HOA are maintained by the county. If someone tells you differently from the county they are misinformed.
During snowfalls the county considers small side streets, cul-de-sacs, and courts to be the lowest priority. During heavier snowstorms it may take up to 1 to 2 days to get these roads plowed after snow fall has abated. The county focuses on primary roadways as their priority.

Opinion of the CG HOA BoD President:

The county did a poor job of getting our roads in sections 5 and 6 added to the county snow removal plan.
In this economy, it is obvious the county was operating on a shoe string budget. Even today there are places around the county that have snow piled in streets. We were lucky to have received warm weather to bail the county out of an even bigger problem, more accumulation.

Snow Removal

Snow Removal Reminders:

Crews may not be on site until the snowfall has stopped
Multiple visits will be required for high accumulation
Any empty parking space may be used for snow piling
Vehicles may be blocked
Snow is pushed away not removed
Thaw/refreeze conditions can be difficult to treat with expensive ice melt products
Many/most ice melt products will damage concrete/asphalt
Mericrest Way, Jostaberry Way, Arkblack Terrace, and Killarney Terrace are plowed by a private (HOA-funded) company which are under contract to plow after 2 inches of snow accumulation; all other roads are plowed by the county.
Steps and walk ways that lead to your front door are your responsibility to shovel and treat.
